BRIEF DESCRIPTION/REPORT

The Model United Nations, or MUN, is an extracurricular educational activity and simulation that mimics the operations of the United Nations. Students participate in discussions and negotiations on international issues while assuming the roles of diplomats from various nations at a MUN conference. Under the direction of Secretary General of SMITMUN, Kumar Aakarsh, SMITMUN arranged an excellent opportunity for all the diplomatic audience who are enthusiastic to take part in such a lively activity and obtain unique perspectives on contemporary global concerns.

This Conference was held on 10th of February 2024, in E-Block, in the classrooms E-105,   E-106 and E-107, respectively, with three outstanding committees, UNSC (United Nations of Security Council), UNHRC (United Nations of Human Rights Council) and UNGA: DISEC (United Nations General Assembly: Disarmament and International Security Committee)

A brief overview of each committee agendas were as followed,

UNSC (United Nations of Security Council):

Addressing the Escalation of Tensions in the South China Sea: Finding a Diplomatic Resolution to Territorial Disputes.

UNHRC (United Nations of Human Rights Council):

Protecting the rights of refugees in times of conflict and discussing ways to ensure the safety of refugee groups during times of armed conflict.

UNGA: DISEC (United Nations General Assembly: Disarmament and International Security Committee):

Addressing the Rise of Proxy Wars: Examining the Role of State-Sponsored militias in Regional Conflicts

Since some participants were participating in this MUN for the first time, the respective Chairs and Vice Chairs provided their delegates a quick orientation to the MUN's procedures and committee session before the committee session started. The roll call, in which the delegates had to cast their votes for Present or Present and voting appropriately, effectively opened the committee session. Each committee then searched for a move to set agendas for each speaker for a specific amount of time, followed by each delegate's GSL (General Speakers List). Following the administration of the general proceedings, the Moderated Caucasus was called to order. During the time period that each delegate has designated, each delegate has the chance to present their separate sub-agendas, which will precede the move in their respective committee. As a result, the Moderated Caucasus was successfully conducted in all three committees.

Briefing the process which happened during the committee session is as followed:

UNSC (United Nations of Security Council):

“Motions on the roles of UNCLOS (United Nations Convention on the Law of Seas) to maintain peace in the South China Sea region”

“Motion on the 2016 court order against China, and Motion on identifying long-term solutions for the South China Sea region”

“Motion on finding long term solution for South China Seas regions”

which included two Unmoderated Caucasus for research and preparation for the upcoming Moderated Caucasus—had been presented, with the delegates delivering their respective motions during the first session.

UNHRC (United Nations of Human Rights Council):

“Motion on Gender Based Violence”

one of the two moderated Caucasus motions, was made in the first session by the delegates of the relevant parties. At the chairperson's discretion, the delegates of Bangladesh and the United States engaged in a heated dispute one-on-one on the platform during the Moderated Caucus march. proceeded with a brief Unmoderated Caucus for ten minutes in order to prepare and do research; a second Moderated Caucus was then selected to discuss the

“Motion on the integration and resettlement of refugees.”

UNGA_DISEC:

“Motion on Pre-existing International Legislation on the Countering Involvement of States in Proxy Wars, and Loopholes in the Same”

“Motion on Enhancing Regional Cooperation to Counter Proxy Wars: Discussing Strategies to Foster Collaboration amongst Neighboring States To Prevent the Spread of Proxy Wars and Mitigate their Impact On Regional Stability”

whereby two unmoderated Caucuses were included to discuss what motion to choose for the next moderated caucus.

It is noteworthy that all of the delegates expressed great enthusiasm for the chit-exchange and contact that improved the flow of the individual committee meetings. These interactive sessions have undoubtedly earned marks from each and every delegate. 

All committee meetings have been adjourned for a short lunch break, lasting about one and a half hours. Following the intermission, the committee meeting was reconvened, and another round of Moderated Caucasus was held in accordance with the committees' decisions, as elaborated below:

UNSC (United Nations of Security Council):

“The Motion was for identifying resolutions to managing territorial disputes in the SCS region.”

UNHRC (United Nations of Human Rights Council):

“The Motion on Child Protection”

UNGA-DISEC:

“The Motion on Implementation of Robust Conflict Prevention Measures To Curb the Unprecedented Rise in Proxy Wars.”

Following all of the moderated caucuses, the chairs of the committees conducted an unmoderated caucus, wherein a thorough discussion was held regarding the drafting of the resolutions, including all applicable rules and regulations. The caucus proceeded with delegates engaging in internal deliberations regarding the draft resolution. Ultimately, the Draft Resolution was approved by the committee delegates; a brief overview of each committee is provided below:

UNSC (United Nations of Security Council):

In total two Draft Resolutions passed, in which the first Draft Resolution was passed by Delegates of China and Switzerland with signatories Myanmar and Slovenia and second Draft Resolution was passed by Delegates of USA and France with signatories of Delegate of Guyana. However the first Draft Resolution was passed by Delegates of China and Switzerland has been selected by a simple majority vote.

UNHRC (United Nations of Human Rights Council):

Has effectively passed one draft resolution that the signatories and writers have approved. Owing to the small number of Delegates, only one Draft Resolution has been approved.

UNGA-DISEC:

Has effectively passed a single draft resolution that was approved by all of the delegates of the committee.

The delegates performed quite well, considering that the bulk of them were new to such strong committees like UNSC, UNGA: DISEC, UNHRC. It is necessary to express our gratitude for the exceptional performance given by first-timers.

The committee sessions have  been adjourned officially for all the committees and the Felicitation ceremony has begun, in which the Best Delegate and High Commendation were announced for the respective committees.

With the final remarks delivered by our distinguished Secretary General Kumar Aakarsh and each of the committee chairmen, the SMITMUN-hosted INTRA MUN conference finally came to a close.
