Transformational e-Governance initiatives such as Government Process Reengineering for delivery of citizen centric services are highly complex activities aimed at fundamental changes in Government functioning and their external relationships in order to achieve better Government. However, in many cases, a significant gap exists between the transformational potential of e-Government and achieved outcomes, because people lack the necessary competencies and skills to understand and manage the e-Governance projects.
Many e-Governance Projects in the North East region of India are under the initial phase of implementation, and it is imperative to build the necessary capacities in the Government Officials handling these projects.
Government of India is keen to support the change that accompanies the implementation of e-Governance Projects. Realizing the importance of long term internal capacity building in the North East region of India, the Department of Electronics & Information Technology, Government of India, decided to introduce a Diploma programme in e-Governance for young and vibrant government officials from North East States. This programme is expected to build required manpower that can assume leadership roles in Government departments for conceptualizing, designing and implementing e-Governance projects.
Sikkim Manipal University has signed a Memorandum of Understanding with National Institute for Smart Government for delivery of One year Certificate Diploma in e-Governance, which is one of the main components of various capacity building programmes under Digital India, being implemented by the National e-Governance Division under the aegis of Department of Electronics & Information Technology, Government of India.
The programme will be offered by the Department of Information Technology, Sikkim Manipal Institute of Technology, Majitar, East Sikkim, Sikkim.
After completing the programme, the participants will be able to:
Understand how to manage socio-cultural, administrative and other organizational changes when an e-Government project/ programme is implemented.
Gain the knowledge and competencies to understand, analyse, design and manage transformational e-Governance initiatives in Government departments.
Translate technical, institutional, organizational and user requirements into a robust e-Government design.
Lead change in Government departments and manage implications, communicate and collaborate effectively with a variety of internal stakeholders, such as politicians and senior management, and external stakeholders such as citizens, vendors and non-governmental organizations.
Who can Apply?
The programme is targeted towards the officials working in the North-East State Governments’ Departments, who are graduates in any discipline, having a professional experience of at-least five years.
Thus following are eligible to apply for the programme:
Officials working in the State Government of eight North Eastern States,
Officers of PSUs , Government Societies and Central Government Officials posted and working in North Eastern States for last five years.
Preference will be given to the officials who are engineering graduates (or) with experience in IT /e-Governance.
The Diploma in e-Governance will be awarded by Sikkim Manipal University
Program Type & Duration
It is a full time residential program of one year duration.
The program is expected to commence by the first week of May, 2016.
